NOTICE OF PUBLIC HEARING REGARDING USE OF VIDEOCONFERENCING FOR BPCA BOARD MEETINGS: DECEMBER 14, 2022

Notice of a Public Hearing to be held pursuant to Section 103-a(2)(a) of the New York State Public Officers Law for purposes of discussing comments regarding BPCA’s adoption of a proposed resolution (the Resolution) authorizing the use of videoconferencing to conduct meetings. The Resolution will authorize BPCA Members who are unable to physically attend a meeting due to an extraordinary circumstance, as defined by written procedures to be adopted by BPCA (see the Resolution and procedures here), to attend meetings by videoconference from a private location.

Key points of new procedures for videoconferencing:

If a Member is unable to physically attend a meeting due to extraordinary circumstances, such Member may attend via videoconferencing from a private location, but in such case,

– there must be a quorum of Members physically present at the meeting’s public location(s),

– all Members must be heard, seen and identified during the meeting and

– members of the public shall also be afforded the opportunity to attend the meeting via videoconference in real time
