NORTH/WEST BPC RESILIENCY PROJECT PUBLIC SCOPING MEETING

As part of the Lower Manhattan Coastal Resiliency initiative, the Battery Park City Authority is currently developing the North/West Battery Park City Resiliency Project (NWBPCR) aimed at creating an integrated coastal flood risk management system to reduce risks of future storm surge and sea level rise. The proposed project area extends on the south from Battery Park City’s South Cove and its connection to the South Battery Park City Resiliency Project, north to Battery Park City’s North Esplanade with an alignment along a portion of the Hudson River Park, crossing Route 9A at approximately N. Moore Street and continuing inland to Greenwich Street.

NWBPCR is being developed through a progressive design-build process and includes a robust approach to community engagement to ensure public input is considered in project planning. 

What is Scoping?

The Scoping Period, which begins October 19, 2022, and ends December 31, 2022, is the first step in the environmental review process for NWBPCR. During the Scoping Period, BPCA will collect verbal and written comments from the public that will contribute to the project team’s evaluation of what the Environmental Impact Statement (EIS) should include.

On October 19, 2022, BPCA published a Draft Scoping Document to start the scoping process. The document includes information about:

– The project’s purpose and need
– Project elements that BPCA will consider during the project and the project schedule
– Alternatives that will be studied in the EIS

How to Participate

Public input is an important part of the scoping process. All comments received verbally or in writing during the Scoping Period will be addressed in the final scoping document.

During this Scoping Period, comments on the Draft Scoping Document may be submitted to BPCA by December 31, 2022, by:

About the Scoping Meeting

The November 16 Scoping Meeting will be conducted in person and online to enable opportunities to participate in-person and through a livestream. Attendees may register to make a 3-minute verbal comment, and/or may submit their comments in writing. Commenters will be heard in the order in which they registered.

During the meeting, BPCA will give a brief presentation about the project and the project’s scoping process. Displays of project information and maps will be available for viewing outside of the Scoping Meeting.

Following the presentation, registered commenters, in person and via livestream, will have an opportunity to share comments of no more than 3-minutes on what alternatives and what environmental impacts should be studied in the development of the project.
